I recently signed up for Plex Pass and am trying to setup my DVR with Hauppapage XBOX tuner on a windows 10 based plex server setup.
The local channel scan seems to succeed but it is not able to download the programming guide using my local zip code (tried a few).
I have seen a few old conversations on this topic but could not find a solution in any of these old threads.
Moving to latest PMS 16.2.xx resolved this issue.

I’ve been having this issue as well for weeks now. I’m running PMS Version 1.16.0.1226 on an nVidia Shield. The amount of forum posts over this issue makes me regret buying a lifetime Plex Pass. The reason I got it was for DVR functionality and that feature is just broken indefinitely apparently.
I finally found a note from Plex on their DVR setup page that any PMS older than ver. 1.16.1 will not work with the guide.
I also did some searching and discovered I could force my NVIDIA Shield to update PMS by going to the Google Play Store on a web browser (on my PC), finding the Plex Media Server app, and clicking “Install” (Make sure NVIDIA Shield is selected as the target device). This ended up fixing the issue.
I am very disappointed in the lack of support from PLEX and the difficulty of finding the solution to this issue.
