Unable to launch Plex media server

Starting last night, 10/15/2024 Plex media server will not launch at all. I have tried to uninstall, re-install, disable any antivirus just in case it was causing an issue and it just will not launch. No errors. Ive never had an issue before; when looking at the logs its about 1.5GB in size, so not certain what to look for. Running windows 11 64 bit 23H2 i5-9600KF processor. update, tried a system restore to a previous state, tried one even farther, no luck. tried to do a clean install, disabled firewall, antivirus, clean installed video card drivers, i cannot get plex media server running.

any help or suggestions are welcome. I do not have anything custom as far as addons at alll.

I tried rolling back nvidia drivers, tried launching in safe mode, tried creating a new admin user, and plex media server just will not run. Nothing else has an issue. Aside from clean installing windows, which is not an option since this is the only thing effected Im fresh out of tricks. Is there an admin or support person that can assist? Maybe a link to download an older version, or further insight on where to look in the logs for a startup crash. NO errors at all show. Launch, you can see the icon in the taskbar for a split second, then nothing.

If you have other apps running on that machine, close/end/quit them all, then try again.
Make sure you have the 64bit version of Plex server and not the 32bit version.

Inspect the Plex server branch of the Windows registry.
HKEY_CURRENT_USER\Software\Plex, Inc.\Plex Media Server
Look out for a key that stores the information which GPU Plex shall use, and remove that.

I ensured 64 bit version, and also tried clean installing the previous 2 64 bit versions. The registry was previously cleaned, so there is not much in there. Tried restoring, removing any hardware references for GPU use, it just refuses to launch. Ive uploaded a clean plex media server log, not sure if its the one to view or is helpful. There are no windows logs after a clean uninstall, reboot, install. Im just trying to get it to Launch.

Im still unable to get Plex Media Server running on my system. Here is the current history of attempts. Im just trying to get a clean install running. I have a plexpass, enjoy the software and reluctant to migrate to another platform.

History:
Windows 11 I5 cpu | plenty of ram and on an M.2 storage with plenty of room. NVIDIA GeForce GTX 960. No overclocking, no addons, or tweaks.

The server shuts down automatically on a schedule at 130A, and then back up at 8A. Sometime after 10/16 reboot, plex Media server refuses to start. It’s possible something could have kicked off an update that morning during the reboot, but the only thing I could find in windows logs is a basic windows defender update, and that should have been disabled when I disabled all antivirus and firewalls. Another seemingly associated log error shows a possible nvcuda64.dll (nvidia) causing an error.

Behavior:
Launch Plex media server, you can see it appear in the taskbar for a split second, then goes away. No errors, nothing

Troubleshooting steps without any luck:

-Uninstalling/reinstalling as admin. Using latest: v.1.41.0.8994-f2c27da23

-disabling antivirus and firewall completely for testing

-Ran full deep antivirus and malware scans.

-Uninstalling, deleting %LOCALAPPDATA%\Plex Media Server | Plex inc registries and program files\plex media server files for clean install. Also deleted plex HTPC client for fun.

  • disassociated server from Plex account (meaning forced to rebuild)

-ran SFC /scannow, DISM.exe /Online /Cleanup-image /Restorehealth, ran full antivirus scan, no issues. Ran full memtest.

-rolled back to a restore point. Rolled further back.

-Clean uninstalled video card driver, reinstalled. Then clean uninstalled video card driver, installed older driver.

-tried booting into safe mode.

-creating a new admin user, logged in, tried clean install.

  • Could not find any relevant information, posted on Plex forums. No common issues yet.

No other issues with any other software.

-Tried clean installing last 3 Plex versions.


-Tried shutting down all services and startup programs.

-Deleted all firewall entries, registry entries, user folder, program files, rebooted, installed as admin plex media server v.1.41.0.8994-f2c27da23. Installs without issue, will not launch. Once this was done, a brief popup showed saying “starting database” or “initializing database” for about 1 second, then nothing. Any subsequent launch attempts no message at all, just see the plex icon appear for a split second on the tray, then nothing. The only reoccurring item in plex media server log is : INFO - SQLITE3:0x2, 283, recovered 657 frames from WAL file C:\Users<myuser>\AppData\Local\Plex Media Server\Plug-in Support\Databases\com.plexapp.plugins.library.db-wal

Again, the location is cleared completely prior to installation, and this should be a clean install attempt.

-Tried installing GPU on different PCI slot (CPU does not have onboard GPU, and no other GPU available) however everything else is running fine. I awaited a Windows 11 update and Nvidia update, installed both 10/22/2024 and this has no effect.

-My last hope it seems is the next Plex media server (not the beta v.1.41.1.9057-af5eaea7a as I have tried that already) may fix this issue. I cannot recall being this stumped on a problem before, and hope its something dumb I am overlooking.
