Unable to play downloaded music/playlist while on the road (using roaming/data)

Using Plex for many many years. Got a new mobile phone (Samsung S23) and I can’t get Downloads not working properly. I downloaded my music playlist via WiFi and was ‘working’ well. I tried to play some music and got the message : no downloaded items. Which is strange. Then I downloaded it via 5G and downloaded again well. I was in another country and again the message there are no downloaded items yet… I had to enable roaming to be able to listen to the music, which is ofcourse not how it should work.

There is not external sd card, etc… when and how to solve this sync/downloading issue?
