Unable to re-install media server after PC failure

Hello,
My media server recently had a PSU failure causing damage to motherboard and SSD that the media server was installed to. Luckily my other HDD’s with my media on are ok.
I have rebuilt my PC and replaced damaged items but obviously have no back ups for Plex. I have re-installed to my new setup but can only see other friends servers shared with me. How to I set up another server/libary as I now dont have access to the wizard when I log in with my Plex user.

On windows having a “Plex” user isnt advised. Plex should run under the primary user account that the PC uses, otherwise the program will not launch/run in the background correctly.

What does http://127.0.0.1:32400/web show?

I am using my primary Plex account to set back up. The link shows “This site can’t be reached”

Did you use the Plex user when installing Plex Media Server? If not, the Plex Data Folder will be in the wrong location.

Is Plex Media Server running? Is the icon visible in the menu bar?

Yes I used my plex user when installing, icon is also visible in the menu bar…
