I have reinstalled and uninstalled multiple times.
I even made a new account.
I don’t know what else to do.

Did you already complete the setup of this server and were you able to use it?
If not… in order to complete the setup you need to connect locally to the server… if you’re on the same Windows machine as the Plex Media Server → open http://127.0.0.1:32400/web in your browser (127.0.0.1 refers to the localhost → this machine). Otherwise use http://[IP address of the device running your Plex Media Server]:32400/web
If you had the Plex media server running under a different Plex account, you won’t be able to access its content / settings. In that case you might want to look into this support article
