I have double checked this: Only when I have an active local Plex Media Server the settings show more than direct play.
This defeats the purpose of using rasplex for playback.I dont use a server at my girlfriends place. Not being able to set remote quality forces me to have a PC running anyway, so why bother using Rasplex instead of hooking up the PC with PMS running?
Also I cannot play Cloud Synced movies at all using Rasplex. With or without a local PMS...
I have now investigated this problem in depth, found one way to replicate your issue, and done so identically on RasPlex and on PHT 1.2.2 under Windows 7.
That last means that the behaviour is not specific to RasPlex, and is therefore not to be changed by RasPlex coding.
The behaviour itself is not a bug, but rather a form of temporarily limited functionality due to incomplete configuration and/or initialization.
When configured properly and fully initialized the submenu "Preferences > Network > Quality" always offers multiple bitrate limit choices in the popups for both of the submenu entries "Local video quality" and "Remote video quality". It is only when incompletely configured and/or initialized that these popups show only "Direct Play"
The crucial factor is whether or not PHT has been signed in to any server since the program launch. If not then the popups are limited to "Direct Play".
Once PHT signs in to a server, local or remote, those popups offer the full range of bitrate limits for configuration.
This then remains the case, even if you sign out again.
It also doesn't matter if the server you sign in to is actually running or not. It is sufficient for it to be a valid myPlex account with some content shared to it.
(Even that shared content may be unnecessary, with the myPlex connection alone being sufficient. But currently I can't test that aspect, as the accounts I have access to all have some content.)
Summary:
There is no bug or any real problem involved here.
You just need to complete the configuration with a working Internet connection, so that PHT can sign in to myPlex.
And in this respect RasPlex behaves fully identically to 'upstream' PHT 1.2.2, as intended.
