The log you provided above does indeed show that there is something wrong, but no usable details.

close Plex server
make sure it is all gone by inspecting the Windows Task Manager
uninstall your current plex server version (using the regular Windows “Apps” control panel. Do not use Revo Uninstaller or similar software!)
(it is too old, you cannot go back that far)
Download the latest beta version from below and install it.

I followed your directions without result. I checked my AVG exceptions and found Plex was not added so I added it and now it works. Thanks for your prompt help.
