Thanks, diagram is good.

So just to confirm, as your router has no internet nether does your plexserver at all on 192.168.2.53 and accessing plex still does not work locally from that machine ?

If you look in your Plex Media Server.log you can clearly see 192.168.2.9 is being used. Have you any idea what that device is as its clearly a factor somehow ?

Yes, i live outside the city and we dont have a good internet. So all my system is for offline use. But i can use the internet of my phone if i need to configure or download something. The rest of the time is always an offline usage. If i turn on the hotspot/wifi from my phone, and i connect the server and the clients, everything works perfectly. But when i turn off the wifi, the problems come back.
192.168.2.9 is probably a device that i have at home that records the video from some security cameras. its connected by lan to the router. Or maybe its a wifi camera. i have some devices connected to the router, but i dont think that affects the plex server. Some time ago, when i installed everything again from 0, i was having the same issues and the cameras where not connected yet. I am pretty sure the problem is on some Windows 10 config. But i have no idea what it is.

Well, after 3 weeks waiting for assistance from Plex staff i found the solution.
I tried to redo all my instalation with Linux, but i had the same issues. So i decided to search in internet for other solutions. And then i found Jellyfin, wich is the same as Plex, but totally free and open source. It worked perfectly after 2 hours of reinstalling my computers with windows 10.
Now i can see movies perfectly without issues on all my clients including my android phone.
So i have to say before i leave that i am very disapointed with Plex as a Plex pass client. But i have to thanks all other members that tried to help me.

Reasons why i leave Plex:

  1. expensive
  2. full of bugs and issues
  3. totally impossible to make it work offline after YEARS trying to fix it.
  4. totally inexitant support. You pay for a service and you dont have any phone or email for techincal assitance. Just the forum and other clients that helps you. After 3 weeks asking for help, i am still waiting for Plex worker to answer.

Reasons why i just fell in love with Jellyfin:
1)Free
2)Open source
3) Cross platform
4) IT WORKS !!! EVEN OFFLINE !!!
5) Evolving very fast.

So as i said before, thanks to other members that tried to help. And bye Plex, JellyFin waits me.

I’m in a similar situation. Plex refuses to be seen on other devices outside the PMS.

I have hardwired PMS and my desktop into PMS. I have set the configuration on both secure connection (preferred) and entered in LAN network IP for access without auth.

I dont think this is a networking issue. Why? I can ping, transfer files and RDP from my desktop to the PMS which has my library and shows without an internet connection. The PMS is not accessible without internet for the PMS library on my hardwired desktop on the same LAN. I get a message on my desktop there also running Plex “[PMSServerName] is currently unavailable.”

I too have a lifetime plex membership and it’s super frustrating the default for PMS access isn’t offline.

Can someone switch to unsolved for Windows 10?

I fixed this myself.
