Use Plex offline (without internet access) with different clients

Just a question out of curiosity. I’d like my Plex system to work even when I have no access to the internet. From what I’ve read one has to take preparations beforehand (when there’s still internet access). When I tested it by disconnecting my modem, I found that the Plex web client indeed protested saying that it couldn’t reach Plex. However, I tried the same on my Samsung Smart TV and the Plex app on it worked absolutely fine without internet access. How can this be? I’ve not set any allowed IP’s and networks to work without Auth (In Plex Settings > Server > Network).

The smart TV still has the necessary login token to access the server stored.

But the web browser is probably set up to throw away all cookies and ‘local storage’ when you close it. Tell the web browser to retain all data from the domain plex.tv and it may work just like the TV.
