I happen to have an ampersand (&) in my username and recently it has started appearing as it’s character code “&” in all Plex clients, and I believe has messed up my Tautulli install as well. This happened suddenly, rather than after updating my username.
On what client/browser are you seeing this?
I just checked and the ampersand is showing ok for me using the hosted version of Plex Web.
I see it on Plex web, the android client, and the Roku client.

I’ve a remote user with an ampersand in their username. They happen to currently be streaming a movie. I just checked and the ampersand is displayed correctly in both Plex Dashboard and Tatulli.
This has happened to me on remote user and local seems to go on and off if you go in to the account multiple times, any ideas why?

It also causes anything watched with Dan & Bev to show as Local in Tautulli.
Same issue here. Am seeing it on my Nvidia Shield 2017, as well as my LG client. Not sure about the rest of my clients yet. User name shows amp instead of the & symbol.
This seems not to be happen on my iPhone but on all my Android clients and the web clients surely this should not be a hard fix?
Quick follow up.
I was at my friend’s place yesterday. They use a FireStick 4K. In the Plex app on the FireStick, their username is displayed with “&” instead of the ampersand.
The FireStick has Plex 8.21.2.27212, the current version in the Amazon app store.
