Using plex media server on android with roku offline

I went out on my maiden voyage that the roku does not work without an active internet connection. So having it connected to my mobile hotspot works when I have cell signal, but as soon as I get somewhere without cellular service I cannot use the plex app on the roku to provide content.
I am wondering if anyone else is having this issue. I know it is because the roku requires an internet connection to connect to a network to be used.
What I would like to know is if there is anyone who has found a way around this and are able to use plex on a roku offline?

I just was trying to access my android app being advertised as server using my phone hotspot and I now am getting on the roku that I need to sign into and account that is authorized to access this server. Why am I getting this issue?
