I have always had this issue. But all other times it was experimental. Now this laptop is my dedicated media server. I can watch videos on highest quality on my mobile without any buffering. But on chromecast, even an old 360p-480p cartoon short would buffer every 2 minutes or so. Sometime it will run fine for some time and then buffer hard for next 20-40 seconds. sometimes it would go half an hour without any hitch. After some searching I have already set some settings but to no satisfactory improvement.
1 Turned off secure connections.
2 set transcoding to make my cpu hurt.
3 set background x264 transcoding speed to faster.
