I really struggle to understand why some video files don’t show up at all in my various Plex Players, Plex for Mac or on my PS4, usually the behavior is the same. This is mainly on my “Cartoon” library.
To me it’s pretty random in terms of format, sometimes it’s mkv, mp4 or .avi that don’t show up.
I remove the child user status, and it’s the same, so it’s not a content rating thing.
It’s really frustrtating and I’m not sure what to do:
do I need to find a way to change the file meta data?
do I need to convert each file manually to another more friendly format, .avi seems the one that works the best.
Also does a .iso file work? Or i need to convert it first?
Any suggestions?

From your description I take it the videos are showing up alright in your Plex library when you’re using Plex via the browser with your own/admin account.
If so… do you have any restrictions for those other user accounts? Do you see the files alright when using your own user/admin account?
You cannot mix different media types in the same library.
A movie type library (as the one you’re using) will ignore media that’s formatted in a naming schema related to tv-shows. The same goes for tv-show libraries which will ignore content that’s lacking that naming schema.
It’ll be best if you create a dedicated “Kids TV” library and put the Fraggle Rock folders in a similar, separate top-level folder.

Bit annoying to have 2 libraries and having to switch from one to the other, but if that’s the best way, fair enough.
I guess the new library type I’ll create in the Librarie management section has to be: “TV Programmes”, right?
How do I know which video file to put there, shall I put just the one that I know didn’t work when they were in a “movie” library, or just putting all the one I know are TV shows / TV series, even if they were working fine in the “movie” library?
Is it related to the agent / metadata Plex is using when using a specific library?
Put all TV shows in a TV Folder and create a TV Library.
Remember with Tv shows with Multiple Seasons, you need to separate in Season sub Folders
