Video playback speed like 0.5x after transcode

Hi all. I have plex server on my WD Cloud Pro4100 device.
The problem is - with chance of 90% when starting playing videos its plays in 0.5 speed in web client and ios(iphone) client.
the only chance to solve it - start stor playback for 2-10 times, if you lucky enough it will play at normal playback speed. What can be the reason?
