Video preview thumbnail choice

Who chooses what the video thumbnail will be?
I have a short clip that I captured of the movie Rock Star. I captured just the audition scene. The video thumbnail preview is of Jennifer Anniston’s boobs when the camera pans down from her face to the drink on the counter.
I’m not complaining, I think it’s funny, I like Jennifer Anniston’s boobs, I just don’t know who where or why this is happening. I have no control and I don’t know where these files are. This happens on all of my players, cell phones, pc’s, and Roku boxes. So I think it’s the server.
Any idea’s? Really there is nothing to fix, I am just curious.

It’s fully automatic. Like a certain amount of seconds in, or maybe a percentage of play time.
The server is certainly not looking for boobs to snapshot.
If you disagree with the choice, you can always add your own screenshot.

On videos without an external metadata match, the server actually captures 3 different still pictures at different times.
You can edit the item and pick among these.
