I’ve done a fresh install of plex on my Synology and when I go to open it it takes me to http://localhost:32400/web/index.html but no matter what I do this will only load as a white screen on every browser and computer I have.
Use http://[PMS IP address]:32400/web/ instead if you want to access the version of Plex Web bundled with your server. http://app.plex.tv/desktop otherwise. The PMS IP address depends on how you configured your container… if you bridge the network settings, it should be the same as your Synology’s IP address – otherwise the one you had assigned/configured.
Looks like Plex gets confused because you’re not running it on natively on the NAS but through a Docker container – appears you abstracted it too much for Plex 
I’m actually getting the same error when I install the native Synology package. My docker container(s) do reply on the IP of my NAS.
the question is: are you able to access the Plex user interface if you’re using the NAS’ IP address instead of localhost?
No I just replaced the IP for localhost for this post.
Please provide the logs of your server. As you cannot reach the server itself, you’ll need to collect the files manually through the Synology web interface:
