What does “(Library) New visibility preference to control library visibility in home screen hubs / search” functionally mean?

It would be nice it the Release Notes in an update give more info or have a link to get more info.
Edit your library, go to the ‘Advanced’ tab.
The 3 choices in the top-most drop-down selector are pretty much self-explanatory.
