What happened to 'Prefer local media option'?

I travel a lot and find it irritating that I have to use my downloads when my internet speed isn’t good enough to stream. I’m sure there used to be an option to prefer local media?
The offline experience could use some improvement too, I use plex on a Surface for my daughter to watch in the car or on the plane, a nicer more fluid experience for her would be great.

• When there is no internet, load the library’s that are present in the downloaded media and then show that media in the normal way. Just hide all the content that is online only please.

There’s already two existing suggestions discussing these features:

Please comment/vote in those threads to help us avoid distracting or cannibalizing votes. Unless I’m missing some unique aspect of your suggestion I’ll close this thread as a duplicate.
