The website does not explain what Plex does and what Plex Media Server does.
plex is the brand/company
plex meda server, runs on a computer/device and indexes your content, and serves that content out to other plex clients. PMS alone does not play content.
players - which connects to your PMS (or to pms that have been shared to you by other people)
- plex media player is a legacy windows desktop player
- plex for windows is the current windows desktop player
- plex web - the web interface by which you manage your server, and can also play various content via the webrowser (which often requires transcoding, because web browsers are not good media players) Plex Web
- plex mobile > ios/android phones/tablets (requires plex pass or one time unlock)
- plex for streaming devices > roku/androidtv/appletv/smart-tvs/etc

oh, there is also free plex provided (ad supported) content, none of which require a server

I can not understand your view, are you on the correct website?
It’s all there.
As if there were not 1 Gazillion pages readily findable by Google which can tell you exactly what Plex is.
