When I add Ratings restictions to a user (i.e. R,NC-17) they loose sort by folders option

Is this intentional or a bug?

Intentional.
Even if restricted users are not allowed to see the content of a folder, they could still read the folder name (which could be reading pr0n or something like that).
So it was requested that folder view is disabled in this case.
