Where is the "Force full quality on clients" feature?

Its 2020 and we still have no “Force full quality on clients” feature. I have a few people accessing my server who aren’t very tech savvy. I am tired of trying to explain to the to select “Play original quality” in their settings. They all have 4k tv’s and yet they’re transcoding my 4k files down to 720p. I’m getting tired of this…and we should’ve had this feature A LONG TIME AGO.
