Was this a Premium Music Library before?
Debug Log file - Plex Media Server.log and Plex Media Scanner.log with Debug Logging enabled may give some clues.

I never changed the library when getting Premium. Is this something that automatically occurs?

No it shouldn’t be.
When a music library is created and then you add folders and then the next step is to choose either Premium Music Library
or Basic Music Library
.
If you get the xml from the following request, we can see what library types you have

Only if it is a Premium Music Library. - the XML will show if it is

If you created the Premium library when you had a Plex Pass account but the account expired then the Premium library would stop working when the Plex Pass expired (this all assumes Premium is tied to Plex pass I’m not sure that is truly the case!)
Anyway what SA2000 suggested should solve your issue…
I am having this same issue. what do you mean by “get the xml”?
I get a 401 unauthorized message attempting to get to that path.
That was an old post pre-dates authentication for localhost
You would need to add ?X-Plex-Token=xxxxxxxxxxxxxx

But to start just get the logs. Is the server signed in to plex.tv and claimed ? and is the account a Plex Pass account,. Ensure debug logging is enabled. See

Then restart the server and attempt to create a premium music library and get the logs when you get an error

With a Premium Library as you explain, most of the songs / artists / albums will be marked with a red circle icon. it means you can not listen to this music. but. this is not the case with the mobile app. there everything works great.
