Why can’t I access my media?
There is a message “GET PLEX MEDIA SERVER”
I have already downloaded the PLEX MEDIA SERVER FOR WINDOWS
and installed it and I am registered

I suppose you still need to complete the actual installation.
In order to do that, make sure you access your new server through the bundled web app. If you’re on the same machine as the server, that’s http://127.0.0.1:32400/web – if it’s on a different device in your home network open http://[PMS IP address]:32400/web instead.

From there you will be able to link your new server with your Plex account (and so some basic configuration like naming your server and create your first libraries).

I did everything you wrote and I still get a message:
GET PLEX MEDIA SERVER

From the looks of it, you’re not using the browser but the Plex desktop client.
Open http://127.0.0.1:32400/web in your browser and let us know if you still experience the same.

When I run the PLEX MEDIA SERVER I have installed it goes to the address you recommended
But the annoying message still shows up
"GET PLEX MEDIA SERVER"

Did you have a Plex Media Server installed on that machine before, potentially under a different Plex account?

Yes, I entered the registry and deleted the old sections
To be on the safe side, I also changed the password
I now have access to my libraries
