Why can't i get windows-server transcoding to work consistently?

I have a windows 10 server with a 2060KO for transcoding. I’ve always had inconsistent transcoding in Plex. Usually it’s not that big of deal, but i have a few dozen h265 4k mkv movies that sometimes won’t direct play on devices. Some are more problematic than others for whatever reason, like the divergent series and hunger games series. I created optimized versions for each, but i really just want them to work on the fly.

My GPU is more than capable of transcoding h265 4k movies, and I’m only attempting one transcode at a time. I have plenty of memory and I’ve dedicated 8GB of it to transcoding (just did that tonight). But no matter what i do, i can’t get Plex to NOT direct steam these movies to my Pixel 2 XL, which can’t play them properly. What in God’s name do i need to do to get this to work correctly and consistently? There’s like a million different transcoding settings between server and client and i think I’ve changed every single one with no difference.

And now my wife is watching a 1080p show and Plex is transcoding it to SD automatically, despite me setting her transcode quality to be higher than SD.

Why can’t Plex just work correctly? It doesn’t even do what you tell it to do. Christ this is so annoying. This must be one of the reasons I always hear about people leaving Plex.
