My area has recently been hit by Hurricane Irma and in the aftermath I have lost internet access at home. Because of I do not have internet access until AT&T fixes the issues I am unable to enjoy my Local Plex server content. My server is in my home local network but the Plex App in my Tivo, my Xbox One or my Smart TV will not connect to my local home Plex server without having an internet connection to the outside world. If all my content is local to my network why would I need to have internet access for my Plex App to see my server locally hosted in my home network
Disable secure connections on the server (under network) and make sure the clients are set to allow insecure connections.
I will take a look at that setting on my server. Not sure the client apps have in the Tivo, Smart TV and Xbox have any settings for insecure connections but will also take a look.
On TiVo it’s under Settings/Main and is labelled “allow fallback to insecure connections”
I’m having a similar issue from my iPad. When Secure Connections is set to Preferred, I can stream local content to my iPad Pro 12.9" (iOS 11) but am unable to sync. I can’t even connect to the server if I set Secure Connections to Disabled.

I did not find that setting on my Tivo OTA Rovio.
I did made the plex server setting changes to no avail.
