Why does Plex default to transcoding rather than try to simply stream the original file first?

I don’t understand why I need to turn off transcoding as a default in the options.
I watched a film and the CPU fan on the device I was serving from was going higher than it ever does but when I switched off transcoding by default, the film streamed as smoothly as it did previously but without the CPU fan going crazy. So why the default to transcoding?

Default All Clients to Max Internet Streaming

My server keeps getting bogged down transcoding for no reason because clients have a low default setting for internet streaming. They are all capable of streaming original quality, and since I’ve been converting a lot of my files to x265, the transcoded 720p version ends up having a higher bitrate than the original does in 1080 or 4k. Please please please allow the server to choose to default the client bandwidth setting to original by default and save my poor server.

Because plex did not realise yet that it’s 2021 and people are not using ISDN connections anymore.
