The Recently Released Movie Hub would be OK for the Home Screen - if it didn’t display the same selections - for ever.
The ‘Start Watching’ Hub for TV Shows changes up now and then - basically every time you reload the page displaying it - within reason.
A few more days of that static Recently Released Movie Hub - and I’ll be removing it once again from the Home Screen - unless someone at Plex takes an interest in augmenting it’s programming.
My list isn’t the same all the time because I’m adding new releases regularly - not often but regularly. I’m sure for some folks who pull LOTS of new releases it changes regularly. So maybe what you’re asking for is not to reprogram that specific row but to have some additional programatic rows to put on the Home Screen?
Are you looking for a more randomized row that still shows recently released or what would you want for the “dynamic” aspect for a recently released row when you say “augmenting it’s programming”?
For me, I did create a Smart Collection which replaced the built in “released” row for my Home Screen (since you can add Smart Collections to Home Screen\Library screen now). It is a “Recently Released Unwatched” collection so it’s movies sorted on release date and filtered to only unwatched and limited to the last 30. Works better for me for my Home Screen. Something like that might work for you?
I keep the regular one in the Library recommended list though for me, and my users get both on their Home Screen. I’m waiting on a Smart Collections fix for my custom row to work for users though - right now it shows them the admin account unwatched movies instead of their unwatched.
I haven’t tried if Smart Collection could do a random function. I think pulling the same list but only showing 5 random new releases in no particular order could be an interesting one.
I’m also thinking of ways to use Smart Collections in other areas for hubs but am waiting to really fiddle until the bugs are fixed.

I’ve got about 7000 Movies.
I’ve got 389 from 2015-2019 and 75 from 2020. I add 10-30 a week, not all new, of course, but I’ve got plenty to work with - but nuthin ever changes. I’m not interested in a static eyesore across my Home Screen. I’d rather just go the library and pick something.

Recently Released Movies does not.
Juice that is exactly what I normally do, go to Library and Browse. As you have said Recently released Movies is broken. I have a dedicated Collection for New Movies
So, I’ve got about 7000 Movies. I have about 500 from 2015 to a couple of days ago:
Hey, there’s that same Recently Released list that’s on the Home Screen (and has been for 10 days) and out of 7000 Movies, Plex can come up with ONE Top Movie in Drama (talk about Drama) and 4 Top Unplayed Movies out of probably 5000 (give or take a grand).
Not too good. IMO - and Plex wants me to Pin some of that to the Home Screen? Really? Why would I want to do that?
By your screenshots , OSLO must be a really good movie. Can that be correct, I don’t think so.
Filter by critic rating and Genre Drama and OSLO is way down the list. Angles with dirty Faces rates highest. Huhhh…

Plex does that because Ruth Wilson - my least favorite actress - is in Oslo (2021).
I loathed her in Luther (God I hope she’s finally dead…lol), hated her in The Affair, she ruined His Dark Materials and she’s sure to be horrifying in Oslo (2021) so Plex has her right up front for me.

Recently Released is just content sorted by Release Date, desc
My Recently Released Hub matches exactly what going to the Movie Library and sorting by Release Date gives me
Now, if it’s contently showing the same set of films, then those films probably have originally_available set to a bad/future date
The first two items did have a future date. I changed those and they’re gone. I’ll keep an eye on it. Thank you for the tipage.
I would like a Hub that shows different items - like Start Watching in TV Shows - each time you show up. Otherwise what you get is a guarantee for about 100 remote clicks to select something - and it’s easier to go to the Library or Search.
Top Unwatched Movies - with it’s one entry isn’t really what I’m looking for… is it?..lol
I don’t understand any expectation to have “recently released” be dynamic – it’s a list of movies based on the release date. In that function it’s working as expected.
That sounds like what I asked before - that you’d like more options for what can be setup on the Home Screen. Not just “fix recently released” but just more options for varying the content. Sounds like a feature request? Edit: I’d vote for that myself. 
Smart Collections might be a way to do that for a personalized option but having more dynamic options would be nice to add to Home Screen for some people. I wouldn’t want it, but I can see it being useful particularly for folks with large libraries of older movies to help bring them to the front.

to your home screen, those should change to give you some randomness on the Home Screen
Sounds like a waste of time - like those 5 votes I wasted on other FRs that aren’t going anywhere.
I realize Plex has issues with Randomly Selected items - seeing as how I had to Work Around my entire Music Library to regain a random shuffle, but it would be nice to have a random selection from the list of Recently Released Movies, Or Unwatched, with more than Oslo (2021) in it.
The two viable candidates would be Recently Released or Unwatched. Static lists, or unpopulated ones don’t interest me.
Clearly, Recently Released isn’t doing it for me either. Not on the Home Screen, anyway.
I generally only use the Home Screen for continue watching and looking at what is recently added
If I want help looking for a film, I’ll go into the Library and click on Collections.
There I have a Collections, that are updated daily, or are Smart Collections
