Why doesn't plex utilize HW transcoding with the gpu that is set to the primary display with PMS 1.17?

I have two gpus and PMS used to do HW transcoding on the gpu that’s set to the primary display, which gave me some level of control. Now it defaults to my RTX card not my p2000, regardless of what is set as the primary display.

I’ve tried swapping PCI slots and no luck. I am curious on what determines this.

Previous versions of PMS used whatever GPU was set as the primary display. The change happened after updating to 1.17
