I am sharing my library with a friend so we can watch shows at their house once in a while. I’ve noticed that the volume on their Samsung SmartTV has to be cranked up into the 40-50 numeric range just to hear the dialogue, but when switching out of Plex on their TV, then it blasts the local channel volume.
What would be causing the volume to be so low when transmitted from my home to theirs?? Has anyone else noticed this? Any ideas on how to fix??
Plex is transcoding multi-channel audio to stereo - poorly.
Jack up the Audio Boost in their app settings - or make the adjustments necessary to achieve Direct Play audio streams.

How would the adjustment be made? What needs to be done to a MKV file?
Jack up the level by employing audio boost, if available, in the client app, or create a compatible audio track to select remotely with Xmedia Recode (not at my desktop, but a link should be easy to find).
An AAC 2.0 track is compatible on just about everything and if you Normalize the level at 89db with XR it should be just right.
I normalize every audio track with XR before it ever hits my libraries. I got tired of volume control madness and that cured it.
