Why the connection with plex server is so bad on andriod APP and ios app ? but web app is nice?

Dear all
I have a problem here:
I built plex server on my QNAP NAS, but the connection with plex server is so bad, I have try the andriod app and ios app, only can play 240p movies or display connection error. but i can play 1080p movies on web app (IP:32400/web/index.html )

should I do somehing ?
