Windows with Plex not HW transcoding correctly

Installing plex server on a new machine. Its an i9-13900 on an Asus B760-I motherboard. Trying to get plex transcoding working. I have plex installed under a user:plex (not the main login) and I have plex running as a service using PlexService 1.2.1.0

I can see in task manager that its running under the plex user.

I can run and play movies fine. I however can’t seem to get hw transcoding to work correctly. If i just try and click a 4k movie and play on my phone while connected to cellular network I can see the hw transcode kick in for the video but I only get audio. If I go into the phone and change the audio quality to something like 480p then HW transcode shuts off and I get SW transcode and things work.

Anyone get a 13th gen intel CPU with GPU to HW transcode correctly under windows?

I think that’s the point of running plex service 1.2.1.0

It wont hw transcode even if logged in as a user. I.e. just install plex server HW transcode does not work with 13th gen.
