Windows intel 13900 w/iGPU no HW transcode

Player Version#: Latest apple iphone player

Plex refuses to HW transcode even if I take a 1080p movie and select 480p it will always SW transcode. Are we missing windows HW transcode support for 13th gen iGPU?

I can post logs just wondering if ANYONE has enabled this using 13th gen?

Looks like I needed to restart my server after upgrading to 1.32.0.6950. HW transcode works as long as its not 4k video then its SW only.
