I finally got around to installing this TV tuner in my server, and I went through the recommended PPA install procedure. When I rebooted Plex said that my TV tuner was detected. So I went through the channel scan procedure (antenna). However, I can’t seem to tune any channels. I have tried known working antennas, as well as the antenna I just wired for this project (it goes up to the attic, server is in the basement). I should be pulling down at least 6-10 channels with a dinky antenna. I can’t get any. I have tried all of my ideas to get this working, and I don’t know what to try next. Any help is greatly appreciated!
After trying out Ubuntu 17.10 I seem to have resolved this issue. However, I don’t see FOX (when its typically a strong channel on my TVs). Otherwise everything seems to be working well.
With Ubuntu 16 you have to install Linux PPA driver off Hauppauge support page
With either OS version I used this guide:

Yes with Ubuntu 16.0x that was needed
Ubuntu 17.10 should have work out the box with out install any thing but with WinTV dualHD you need add the firmware.
