I currently use Plex for my xbox one and my xbox 360 but it seems that both devices decide to use my internet to stream my media rather than just streaming over my WiFi. Is this how it is supposed to happen or is there a fix for me. My download usage limit gets reached pretty quick with it actually downloading over the net.

This definitely shouldn't be the case. Before I ran an ethernet cable to my Xbox One I was able to use Plex over the WiFi with 0 zero issues.
My first guess would be that you have a form of wifi isolation going on that is making the WiFi unable to see the devices on the local LAN. If you want to post your Plex Media Server.log we can try and check the logs to get an idea of what is going on.
But just in case it isn't clear, even though the Xbox One needs the internet connection for the initial connection and some HUB functions, it shouldn't be trying to stream over the internet unless the two devices arn't detecting they're on the same network.

I went and bought and set up a stand alone router so it's not going through the router/modem. I'm hoping that may do the trick. I've attached the log file but tbh I don't understand 99% of it so any help is greatly appreciated.
This is after my new router so I'll keep my fingers crossed and check back onto the log in a week or so to double check.
I use to have a VPN running so it's always a possibility that was throwing a spanner into the works as well.

No worries, after a while it's like the matrix and you just see what you're looking for, but if you don't know where to start it's just a bunch of jibberish.
Hopefully that solves it. It is possible that a VPN could also have been a part of it.... I would suspect if just the computer with the server was VPN'd and not the entire network then that could have done it. But so far you're looking on the good side of things so, just let us know if you start to get anything else looking suspect.
