I have the exact same issue : I have SRT subtitles and the Xbox App see them but it won't display..
I should add that the subtitles are displayed correctly while usoing the android app on my tablet.

The XBox does not support srt files. If you want subtitles, you have to have Plex transcode and burn them in.

But How can I ask the transcoder to include the subtitles? When I go to server>settings>transcoder I don't see this option

It's under server > settings > languages > subtitle mode > always enabled. This will fore burning in the subtitle if it cannot be played natively. This will affect all clients.

So they arent able to be toggled, just always on?
I do not know what the interface on the XBox is like but it should still toggle. It just means to enable it by default, but if there is a toggle, it will override that. It just needs to be on this setting to force transcoding of the subtitle, otherwise it tries to direct play it, which will not work.
I have the same issue but even if I have "Always enabled" for subtitles I get this error in the Plex Media Server.log:
WARN - Unsupported subtitle format sub, ignoring subtitles for transcode
I have two agents for subtitles: opensubtitles (which doesn't seem to work) and podnapisi (which seems to work).
Seems like some subtitles work and if I put an .SRT file next to the episode file the subtitle is burnt into the movie by the transcoder.
I don't know how to find the subtitle file from the Metadata folder on my server but could it be that podnapisi is downloading subtitle files that are unsupported by the Plex transcoder?
That message means that the subtitle was in the .sub format, which Plex does not support. I do not know what format podnapisi uses but if they use .sub, then that explains your problem.
I have done as shown here but that doesn't seem to work. I can see that the video on the Xbox is showing that english subtitles are selected to be played. The browser on the PC works just not the Xbox. I have enabled subtitles to always be shown. Any other suggestions?
NOTE: A restart of my media server and a refresh of the library was necessary after the changes were made to take effect.
What type of subtitle are you using?
I spoke too soon.
I'm using SRT files. I can see the file listed on the Xbox and turn subtitles on and off but when enabled, as it is by default, only one of the movies shows the subtitles while the other doesn't. It's strange. Both work on the PC and are selectible from Plex. Not sure why one would work but not another. I've kept to the proper naming scheme as directed by a KB from Plex as well.
When you say it works on the PC, is that through the WebApp, PHT, or other?
It's through the WebApp. Launched from within Media Manager (launched by right clicking the tray icon) that works.
When using the WebApp, it does not support subtitles, so they are being transcoded and PMS is burning in the subtitles. This is the expected behavior. If this does not happen on your XBox I would almost have to guess that it is not transcoding by still using direct play. Try playing a movie with the subtitle enabled from the XBox. Then go to your computer and check the activity page in PMS. Click on the little i for the movie playing and check if it is transcoding or direct play.

The XBox One doesn’t support soft subtitle (where the text is displayed as text on top of the video), so your server has to transcode then in (turn text into image and combine with the video). If your server is not capable of transcoding (many low powered NAS systems) then you get errors when trying to use subtitles. If this is not your situation, you’ll need to provide more details.
