David, I'm good now. I just wish that rating was clear on rating content. Perhaps a drop down box instead of just inputting anything you want would be better when there are restrictions.
In my case none of the options worked (access through the IP address, LastPass is not installed, other browsers,...), but discovered that was a Chrome settings issue
Adding an exception to alow http://127.0.0.1:32400/for Cookies (I have it set to save cookies until the browser is closed), JavaScript and Popups in the Chrome Privacy settings did the trick

I can see the web client log that you were trying to add a TV Show library and there is an error that the scanner is missing or invalid. So screenshots of what you are selecting would be useful

When adding the library and defining the folder path and adding it, if you click on Advanced button, that would show what agent is being used.
Could you please post some screenshots
If there is any issue with agents not being available, the Plex Media Server logs would show that
I agree with the fellow who stated Plex forums are an unending series of questions and no answers, as no one in the firm (if I can call it that) seems to have the time to provide answers. So we have thousands of posts by the blind leading the blind. For those with programming abilities, solutions may eventually appear, but for folks who simply want to watch a darn movie from a hard drive, the endless parade of techno-babble is frustrating to say the least. All I want is something that works…apparently in the year 2016…almost 2017, humans still can’t write code without an endless series of errors and outright mistakes…which perhaps keeps them in a job…but utterly fails to provide the end user with a product that functions as advertised. And when I complained about the never-ending series of programming mistakes to one of the programmers, his response was “hey, it’s technology…it doesn’t always work”!
So I’ve recently discovered I also have this issue. I recently (about a month ago) upgraded my plex server to resolve another issue. However, now I cannot add any new media folders to plex, I keep getting this error. I read through this thread, and I’ve tried all the options - I’ve tried firefox, chrome and (shudder) IE, and they all give me the same error. I’ve tried with hostname, I’ve tried with IP, with and without the # on the URL, nothing is working. I’ve tried directly on the plex server and on 3 different external machines, still getting this error.
I upgraded my plex server to the latest and greatest version (1.3.3.3148) and it looks like this issue is fixed. I was able to add a new section of movies using IE (haven’t tried other browsers yet).
So I encountered this issue while trying to add Movies to my library. I tried Photos and it worked fine. I noticed that when I tried to add Movies, the language dropdown box was empty and shortened (not filled in), and could not be changed. When I added the Photo library, the drop down box correctly showed English as the language. So with that in mind, I went about trying to change the default language to another one to see if that would resolve it. Thankfully, English (UK) was also an option, so I chose that, and now it showed up as the language in the drop down box in Movies and the library correctly added.
I had tried the IP address vs DNS name trick to no avail. But this method seems to have done the trick.
I solved the problem with saving it by going to Settings -> Server and pressing the advanced button then there is an option to enable tokens in logs. That solved it for me.

enable tokens in logs should not be set unless one needs to investigate issues with tokens
With it enabled all your log files will have tokens visible and that is a security risk if you upload log files
So disable it

Seriously? Someone can comment on a security risk question but can’t assist anyone with this problem that seems to be persistant? I just installed Plex on a friend’s machine and am having the EXACT same problem. No libraries are setup, it’s never had plex installed and now I’m trying to set it up but it won’t setup any libraries because it says, “Your changes could not be saved.”
Seriously? WTF

The request for logs was made already. Talking about issues rather than supplying diagnostics does not help get problems resolved.
Examining the XHR request would reveal the error message: ‘agent’ is missing or invalid which is the same with ShoelessJP. I’ve tried setting the agent to personal media (i.e. com.plexapp.agents.none) but still same result.
I am also having the same issue. I’ve tried every which way mentioned in this thread and every time I try to make a change to a library, it says “Your changes could not be saved”. Don’t love the idea of posting logs publically. Is there a more secure way I can deal with Plex support on this?
Support is through the forums. Security Tokens in server logs are obfuscated by default - they would only be logged if you enable that advanced option.
Errors saving changes could be due to different reasons, eg
agents python processes not starting
some error in the entered data
vpn / proxy software affected the agents processes
could be syntax error or may be some database corruption
Please ensure debug logging is enabled
restart the server and then repeat and get a screenshot and what you are entering and after the error download the logs and attach
