I have 4 TV tuners. I have not understood how Plex manages them. Is there a way to let it see the same TV station found in each tuner as a single one? I want the programming of each station appear just once but if it is seen from too many computers in the house and someone asks for the station, “no free tuner with this station” should appear.

That’s exactly how it should be working… is it not working that way? How are your tuners set up? When you add each tuner to the DVR, you specify a channel line up. Each tuner that successfully scans a channel will be available to tune that channel.
Each tuner is given a color in the setup and you can see which tuners are set to work with which channels by their color in the channel line up after a successful channel scan.
