4K Playback bad after latest windows player update

Ever since the update for Plex Media Player on windows I’ve been having issues with 4K playback and it looks like this.

Direct Play/Stream, no transcoding
Same movie works fine on Chrome, only does this on the windows up after new update.
it stops when I disable hardware decoding

Just wanted to see if this issue is only me
