Ability to Combine Multiple Zip Codes' Guides

I need Plex to give me an option to enter multiple ZIP codes and to produce a guide that actually gives me all of the channels that I can receive. When I enter my own zip code, the guide it produces is missing many channels, including both PBS stations I can get, the only Fox I can get, and more.

I need Plex to combine COMPLETE guides from multiple cities so I can use my HDHR tuner with Plex to the fullest extent.

I tried to setup my Plex DVR and put in a zip code that produced a guide that actually covered all of the channels I could receive OTA, as I live in a unique town that sits on the border of three viewing areas. (Indianapolis, Cincinnati, Louisville) Living in between the three, some stations are too far away in one city, but an equivalent from another city comes in. So I get CBS in Indy, Fox in Louisville, ABC in Cincinnati, etc.

I put in my actual zip code and got a guide that had some glaring holes. It included channels from all three cities, with some obvious omissions. All of the Fox and PBS stations were not matched with channels, along with another NBC and CBS station. Why can’t it fill the holes?

For some reason the guide that Plex gives me based on my zip code does include all channels in all three cities, but it doesn’t choose one city and only provide its guide, either. For example, WTTV 4 is in the dropdown, but WFYI 20 isn’t (Indianapolis). WCPO 9 is in the dropdown, but WLWT 5 isn’t (Cincinnati). WAVE 3 is in the dropdown, WDRB 41 isn’t (Louisville).

I expected the guide to give me an overabundance of stations in the list so that all three cities were covered entirely. Or the ability to insert multiple zip codes in the area would be fine, so I could at least watch everything that is available to me.
