Access to Plex when in and RV and no Internet Access or Phone access

I have Plex server running on a Synology NAS DS1019. Most of the time I can access Internet thru WiFi or Phone HotSpot. The problem is when we are in remote locations with the RV sometimes there is no cell service or internet. How can I then watch my Plex? Any help would be great.
