All my media/libraries disappeared, setup wizard doesn't run with fresh install

Hey all, Plex has been great for me for years, with mostly trouble free operation.
It was working just last week but when I tried to open PMS (webpage interface) on my PC which has PMS running on it, tonight, all my media/libraries were gone.
There was no option on the left pane to search/add/manage libraries. I signed out, signed in, no change.
Uninstalled PMS, restarted my PC, reinstalled PMS and signed in, still nothing there. Just all the ‘What’s on now’, ‘Plex Picks’, etc.

The Basic Setup Wizard never runs when I do a fresh install.

Even going to my settings there is nothing there to check or manage my libraries. Nothing.
I don’t know if the interface has changed since I last was in the settings page, but there was nothing in there about the connected network either. Just this.

I even tried deleting my account, deleting PMS, clearing everything in the User AppData folder on C: and then starting from scratch with a fresh install. No luck. The 'Your Media…" link on the left pane goes to this page which suggests I don’t have PMS, but it’s there in the System Tray and listed a Background Process in Windows Task Manager!

I’m completely lost, please help.

This appears to have done it - the setup wizard ran, I added my media locations to create movie and tv libraries and now it’s grabbing all the info. Thank you so much
