You can try the beta release to see if maybe the problem is already fixed. Android (mobile) beta release notes - #434 by ManuelPG

Would hate to not have Plex on my phone until someone else reports a similar issue.
It’s hard to identify issues like this without some clue as to the problem. The only thing we could try now would be to get a logcat from Android, if you are familiar with doing that.
I have same issue. Oneplus 8 pro and plex logo doesn’t go away. Chrome works just fine from same phone.
@anon18523487 Maybe a dumb question, but are Android logs safe to post or do I need to upload it privately? I grepped for Plex app and glanced over and didn’t see any private info so here’s that. Let me know if you want me to post or upload entire output of logcat.

Your comment actually got me testing more and I can’t get plex to work on either Chrome or Firefox on my phone. It just tries to load the page forever after I click launch in either browser.
Plex works just fine on my laptop running Linux and on FireTV Cube all on the same network.
Ok I’ve solved my problem.
2 x reboots. 
I have dual-sim (like everyone else on OP) and obviously a work profile installed. This profile does a lot of things in the background - like renewing certificates and such. So my guess is, that a reboot (or 2 in this case) was needed to get things in order.
Please try that.
I don’t have a work profile and I only have 1 sim installed, but it just started working for me as well. I think Plex team fixed the problem in 8.17.0. I’ll let Plex employees confirm or deny. Either way it works now.
There are always crash fixes. We never identified what was causing your issue so it’s great if it’s fixed but it was coincidental.
Issues with Android 11 still keep popping up, so I’ll blame that. 
I had the same problem on my oneplus 8t (dual sim as well) a restart solved the problem, thanks for the tip ! I had a Samsung on the last year’s and I never had to do that, besides I’ve noticed that a restart also solved a similar problem with my Netflix app, I guess the problem is more from oneplus os side than the Plex side
