I have seen this Shield TV Pro - Stuttering and Dropping Frames due to running out of Memory of course but my issue is a bit different and still happening even after the update.
This started happening some time after Feb 14. Basically, only one show is stuttering and ONLY on my Chromecast with Google TV. On the Plex web app, Android app, it plays fine. Jellyfin can play the file fine as well.

Even the files that I have already played without issues are now stuttering. No other show (SD, HD, 4k) has this issue. The playback is direct play and direct stream so it’s not a buffering issue.
