Are you installing a full Plex Server along the Windows Player as well?

I installed the player yesterday, and I noticed that it also installed PlexMediaServer.dll, which is about 36.923 KB big. According to the debug-logs the app is in fact looking for stuff to be found on 127.0.0.1:32400. Are you installing a server onto my desktop behind my back? I consider this a huge security risk as you open ports on a PC without telling the user.

Is my observation correct?

No, it is not PMS. It is a modified mini version that handles only the downloaded stuff. It can’t be accessed like you would regular PMS.

the nano PMS is in the mobile devices as well
