Thanks for your suggestion. There’s already another thread discussing an option to make on-demand subtitles you searched for / assigned from within Plex available to other users. Please comment/vote in that thread to help us avoid distracting or cannibalizing votes.
Based on the related support article it appears this behavior is by design… so it might be this is due to a licensing agreement.

You’ll already get the behavior you’re looking for subtitles you’ve stored alongside your media files as well as embedded subtitles in your videos.
