I am having similar issues - using Plex app on LG TV and via browser playback. Both devices and plex media server are hard wired with 1GB direct to/from router. Start movie and starts and stops every 5-10 seconds for the first 5-10 minutes. Then eventually plays with out stopping. any suggestions on what to check for in settings would be greatly appreciated.
What server version do you have installed and on what platform?

Server running on a Windows 10 PC
Same issue here since the latest Plex update.
Version 1.18.8.2527 running in docker.
4k unplayable which was never a problem. Says direct play in the dashboard.
TV LG OLED C7 which seems to have gotten an update as well last week.

Seems after the LG update they changed something on the wifi. I’ve changed the channel to 40 and now it works fine. Was on 60 or 64 but I don’t have interference on those channels.
