I guess that with bugs like this one existing since more that 4 years, I have my answer. Plus, I am not the only one reporting the “repeat all not working” issue, see for instance on various platforms :
So, to make sure we're on the same page...
1. You enter a TV series and use the "Play" button in the left actionbar to queue the series and start playback
2. You open the menu and access the Play Queue:

3. On the Play Queue screen, you toggle the repeat button to "All" (orange arrow):

It it available on the Mac web app, but not on Roku, Vizio, Chromecast, FireTV, LG… I have all those, and the feature is MISSING!
Please… add it (or tell me what I’m missing!) today. This is maddening that I cannot just have a playlist or set of pics just cycle endlessly.

If I want to loop a song (i.e. continue to play it multiple times until I quit), on iOS, I choose Repeat (One) on the Playback modifier. But the playback repeat often (not always) stops after one play (none of the other options on playback modifiers are enabled). Also, once the song stops (after not repeating), I can’t click on the song again to restart, I have to go back into the album and reselect it to play.

It is clear that the Plex guys do not intend to solve bugs anymore and that Plex will go out of support sooner or later. I mean, it is either this or Plex really disrespects its clients at a yet unseen point. I guess that people also somehow acknoledged this, as they don’t even push (like I do) for the bug to been solved … It’s really sad.
