While rolling back is understandable, Window’s doesn’t make GPU driver installation reliable. The posts here are evidence.
So not only is the solution driver >= 418.30, maybe it’s also the walkthrough from cafe_diem that you need: No Nvidia P400 decode acceleration with 1.17.0.1709
Use the information from your log files to narrow down your issue of course.
This OP had driver problems. Others may have MalwareBytes.
Just proceed logically.
