When I start the app, or turn off/on photo upload I see preparing to upload for 2 seconds then the message changes to waiting to upload, then nothing, latest Plex Server, latest Plex app on iPhone X, please fix this issue, I don’t use any other app to upload my pictures.

Any solution to this yet ? I am almost ready to move back to OneDrive as my backup solution.
I tried to delete app, reset camera upload, assigned new album, issue is not resolved yet.
I am running Plex on Server 2016.
None for me. They released another server recently that claimed an upload fix but it made no difference for my iOS Plex Windows 10 setup. I setup google drive
I have similar problem as well, camera upload not working. I bought the plex pass to get this feature and it doesn’t work, so I’m a little upset about it seeing plenty of people are having the same problem. In my case the upload begins and a single photo is created on the folder, yet the photo has zero bytes lenght. 
Plus one. I just subscribed to monthly Plex Pass for this feature but it seems to only upload photos while open on our three iPhones. Hoping to see it resolved soon.
I hope it gets resolved soon too but I stopped holding my breath after I turned purple. This has been an issue for me since November 2017
I hadn’t looked at this for a while, but in resolving another issue with my FreeNAS server that was a permission issue, I thought I would have a look at this again. It turns out I didn’t have the “plex” user in the right group. The owner of my media files is the user and group “media”, but Plex uses the user “plex” to run the PMS. On adding “plex” to the group “media”, Plex had the correct permissions to write to the media libraries, rather than just read them. Having made this change, my iPhone 6S started to upload my photos. However it got stuck at 245 photos in. I haven’t looked at Plex’s log files yet to see whether I can track down the problem, but I have tried using my iPad to upload from there into a new library. I have set the iPad up so that it never auto locks and currently have it connected to power. I have over 13,000 photos to upload. Currently I am up to 480. So it’s looking good. I am concerned I may run out of space as the photos are downloaded from iCloud. I will report back later when the upload completes or runs into further problems.
6 hours later and I am at 3,500 and counting…
All my IOS Photos successfully uploaded. It is all working as expected.

I’m not sure I understand how your suggestion applies to Plex installed on Windows 10. Do I need to share my media folder to “Everyone”? How do I add a Plex user in a group on Windows 10?

Just a follow up. I never managed to make it work on my NAS + Raspberry. Recently I upgraded my NAS to a newer model (WD PR4100) so I installed PMS on the NAS and repurposed the raspberry as a flex player. The photo upload is working now with the new configuration.
