Yes, you can. Create the same collection name in both your movies and TV shows libraries. When you view either collection, the other will show up:
This does not function when using the same Library type, in my experience. I suspect this only works when using the same Collection tag across different Library types, such as a Movie Library and a TV Library.
For example, I have a Movie Library with 1080p titles like Pulp Fiction, Reservoir Dogs, and Kill Bill within it. They are assigned to a Quentin Tarantino Collection tag. I have a second Movie Library with 720p titles within it. When I assign the same Quentin Tarantino Collection tag to the 720p titles, Plex creates a new Collection within that Movie Library with the same Collection tag name, yet only displays the 720p titles it is assigned to. Although the tag spelling is identical, each Collection only shows 1080p titles within the 1080p Movie Library, and only shows 720p titles within the 720p Movie Library. It does not display both 1080p and 720p titles across both Movie Libraries using the same Collection tag name.
This is actually beneficial, since I would only want to play 720p titles on a player that is not capable of playing 1080p titles, therefore as a user would not want to see the 1080p titles. However, it is inconvenient when using the Plex GUI to see if I have both formats available. Furthermore, I can envision scenarios where I would want to assign different titles within different Movie Libraries to the same Collection, and thus be able to reach those titles using the Collection interface from within either Movie Library, yet as explained here that is not possible in my experience.
That’s interesting, it works fine for me on my test server. I just created a second Movies library and moved over a movie in the existing library. I then put both the original and the new version in a collection (Aykroyd Movies):

That “Movies in Aykroyd Movies Collection” at the bottom shows what’s in the other library, and it’s present in both collections.
Thanks for the reply, philipsw. I know what you’ve described is possible, since the page where Plex describes how Collection Tags work explain that they work across libraries. Yet it simply isn’t functioning that way for me.
On one library, I click the pencil to edit the item. Under Tags, I enter Quentin Tarantino into the Collection field. I then go to the other library. Click the pencil to edit the item. Under Tags, I type the letter Q which should result in displaying Quentin Tarantino as an option in the drop-down list since it was already predefined. Yet it isn’t in there. I can create a new one that exists only in that library. Plex will happily create a Quentin Tarantino Collection in both libraries that both contain only items within each library.
I’ve looked at metadata in both files and they are not populated. I’ve looked at Edit settings in each library and nothing appears obvious. It is extremely frustrating.
The ‘Collection’ isn’t there until you enter ‘the same name’ as your New Collection in that library type.
Then - they find one another… in some clients.
It will only auto-complete the entry if you’re in the same library as the existing collection; in a separate library, you must manually type the collection name. And the collection names must be identical in the two libraries.
At any rate, I don’t have an explanation for what you’re (not) seeing. I’ve used this on my own server, for example, to show all my Stargate stuff together. It was simply a matter of creating a “Stargate” collection in each of my Movies, TV Shows, and DVR TV Shows libraries. My Movies library is set to hide items in collections, while my TV and DVR libraries art set to show items and collections.
It does matter what’s looking at it.
